Guiding Opinions on the High-Quality Development of China’s Sewing Machinery Industry for the 15th Five-Year Plan Released

On March 30, the highly anticipated top-level, programmatic document for the industry—the Guiding Opinions on the High-Quality Development of China’s Sewing Machinery Industry for the 15th Five-Year Plan (hereinafter referred to as the “Opinions”)—was officially released at the Executive Council Meeting of the China Sewing Machinery Association. Centered on high-quality development goals, the document lays out a comprehensive framework across multiple dimensions, providing clear direction and strong momentum for the industry’s advancement toward intelligent, green, and high-end development during the 15th Five-Year Plan period.

As an important component of China’s light industry manufacturing sector, the sewing machinery industry serves as a key foundational equipment provider supporting the digital and intelligent upgrading of downstream manufacturing industries such as textiles and garments, footwear and headwear, home textiles, home furnishings, and automotive. Amid evolving global economic conditions, rapid technological progress, and continuously upgrading market demand, the industry faces both significant challenges and opportunities. In this context, the release of the Opinions carries important strategic significance.

The Opinions aim to thoroughly implement the guiding principles of the Fourth Plenary Session of the 20th CPC Central Committee and the requirements of the national 15th Five-Year Plan for comprehensively building a modern socialist country. They are designed to promote industrial transformation and upgrading, foster new quality productive forces, and advance high-quality development and the strategy of building a strong manufacturing nation.

The document is structured into four sections: current situation and outlook, overall requirements, major tasks, and supporting measures. By analyzing the achievements of the 14th Five-Year Plan period and the challenges and opportunities ahead, it defines development goals and specific tasks for the 15th Five-Year Plan. During this period, the industry will focus on five major tasks: integrating information technology, optimizing and upgrading industrial structure, strengthening quality and brand building, expanding both domestic and international markets, and enhancing talent development. In parallel, five key initiatives will be implemented in a targeted manner: fundamental theory and core technology research, technological upgrading, quality and brand enhancement, global expansion of enterprises, and talent development programs.

Through these efforts, the industry aims to strengthen industrial leadership, improve development quality, enhance international competitiveness, boost global operational capabilities, and build stronger long-term growth momentum—ultimately establishing a modern industrial system with greater innovation capacity, higher value-added, and stronger sustainability.

With the gradual implementation of the Opinions, it is expected that by the end of the 15th Five-Year Plan period, the level of intelligent development in China’s sewing machinery industry will be significantly improved, the market share of high-end products will increase markedly, and green manufacturing will become the dominant development paradigm. At the same time, the industry’s international competitiveness will be further enhanced, securing a more prominent position in the global sewing machinery market.
