Standing Committee of the National People's Congress Conducts Field Research at JACK

On May 29, a research delegation from the Legislative Affairs Commission of the Standing Committee of the National People's Congress (NPC) visited JACK to conduct on-site research regarding the implementation of legislation to improve treatment for skilled workers in Taizhou. The delegation was led by Hu Jian, Deputy Director of the Research Office of the Commission. Officials from the NPC Standing Committee, the Zhejiang Provincial People's Congress, the Taizhou Municipal People's Congress, the Taizhou Human Resources and Social Security Bureau, and the Jiaojiang District People's Congress accompanied the visit. Central media outlets including People’s Daily, Xinhua News Agency, Legal Daily, and China National People’s Congress Magazine covered the visit.

The delegation toured JACK's digital showroom and product exhibition hall, gaining insights into the company’s development history, talent cultivation models, and technological innovation capabilities. They also experienced first-hand the high performance of JACK's flagship rapid-response products “KuaiFan Wang” and “GuoGeng Wang,” which involved many skilled workers in their R&D processes. Hu Jian and his team praised JACK’s efforts in upskilling technical workers and the reciprocal contribution of those workers to the company's innovation and development.

In the digital showroom, Ruan Zhenhua, President of JACK Holdings Group, introduced the company’s career development paths for employees. JACK has established three parallel and interconvertible career tracks: the O-track for skilled workers, the P-track for technical professionals, and the M-track for management personnel. These pathways provide a broad platform for the growth of skilled workers. This innovative system has also been incorporated into the Taizhou Provisions on Improving the Treatment of Skilled Workers and Expanding the Middle-Income Group.

The story of technician Guo Congli vividly illustrates the success of this policy. Through the development pathway, he transitioned from a front-line assembly worker (O-track) to a testing engineer (P-track), with significant salary increases. He also received stock dividends, a company car, and other incentives, and was awarded the title of “Four-Star Skilled Worker of Taizhou.” He said, “Working at JACK and living in Taizhou makes me feel comfortable, warm, and truly happy.”

Ke Wanying, Secretary of the Party Leadership Group and Director of the Taizhou Municipal Human Resources and Social Security Bureau, explained that the Taizhou Provisions on Improving the Treatment of Skilled Workers and Expanding the Middle-Income Group is the first local legislation in China dedicated to this area, and has achieved remarkable results since its implementation. As a grassroots legislative contact point for the Standing Committee of the Taizhou People’s Congress, JACK has actively participated in the practice. Through its “skills-driven wealth creation” model, it has achieved a win-win-win outcome: upskilling for workers, improved efficiency for enterprises, and increased income for employees. It truly embodies the principle of “enabling industrial workers to work happily and live fulfilled lives.”
